Excludes from Downstate Police Article participation any person who entered into a personal services contract to perform police duties for the Village of Bartonville on or before the bill's effective date and may be appointed as an officer within 6 months after enactment.

Amends the Illinois Municipal Retirement Fund (IMRF) Article to allow a person appointed as an officer under the Bartonville provision to retain early retirement incentives without forfeiting them upon accepting employment with an IMRF employer.

Adds Section 8.33 to the State Mandates Act exempting the implementation of mandates created by this Act from requiring state reimbursement to local governments.

Takes effect immediately upon becoming law.
