Amends the Child Care Act of 1969 to add "religious institutions" to the definition of "child welfare agency" that can provide adoption services.

Allows churches, synagogues, temples, mosques, and other religious institutions licensed as child welfare agencies to adopt faith-based policies for adoption placement that prioritize matching children with prospective parents holding the same religious beliefs.

Requires that child welfare and religious adoption agencies maintain the welfare of the child as the primary consideration in all placements while applying faith-based matching policies.

Prohibits any adoption placement agency in Illinois from discriminating against children or prospective adoptive parents on the basis of race in any adoption policies or practices.
