Amends the School Code Section 2-3.51.5 to expand the definition of "school district" under the School Safety and Educational Improvement Block Grant Program to include Type 40 area vocational centers and State-designated facilities that are jointly owned and operated by member school districts.

Allows Type 40 vocational centers and joint facilities to receive funding for school safety, textbooks and software, teacher training and curriculum development, school improvements, and remediation programs on the same basis as traditional school districts.

Distribution of grant funds to school districts and non-public schools continues to be made in two semi-annual installments on or before October 30 and prior to April 30 of each fiscal year, based on prior year average daily attendance.

Effective date is July 1, 2009.
