Requires all students entering 9th grade in the 2010-2011 school year or later to complete at least 60 hours of community service as a prerequisite for receiving a high school diploma.

School boards must establish rules and procedures to implement the community service requirement.

Excludes community service performed as part of a course already awarding graduation credit or paid service from counting toward the requirement.

Amends existing volunteer service credit program (Section 27-22.3) to clarify that community service completed under the new mandatory requirement does not qualify for additional volunteer service credit.

Allows school districts to continue optional volunteer service credit programs where students can earn up to one semester of credit in language arts, math, science, or social studies.
