Prohibits euthanasia of companion animals by carbon monoxide except when performed by a licensed veterinarian who complies with specific requirements including using a commercially manufactured chamber, maintaining physical presence, limiting to one animal at a time, and documenting a written opinion for each animal.

Bans use of decompression chambers and carbon dioxide for euthanizing companion animals under any circumstances.

Establishes Class 4 felony penalties for violations, upgraded to Class 3 felony for second or subsequent violations, with courts authorized to require psychological or psychiatric evaluation and treatment.

Requires euthanasia technician certification renewal every 5 years with proof of attendance at approved continuing education classes on humane euthanasia techniques.

Prohibits issuing euthanasia technician certificates to individuals convicted of forcible felonies, animal cruelty felonies, controlled substance felonies, or sex offenses; establishes grounds for certificate revocation and criminal penalties for uncertified practice.
