IL HB3899

Amends the Mental Health and Developmental Disabilities Code to restrict restraint use to emergency measures of last resort only, removing language that permitted therapeutic use.

Requires patients in restraint to be positioned to allow airway access and prevent respiratory compromise; prohibits face-down or prone positioning on children and adolescents.

Prohibits face-down or prone positioning on adults unless documented patient preference exists with no medical contraindications, or there is documented overriding psychological or medical justification.

Maintains existing requirements for restraint orders from physicians, clinical psychologists, clinical social workers, or registered nurses, with maximum 16-hour order validity and 2-hour medical review requirement.

Takes effect immediately upon becoming law.
