Amends Section 12-3.2 (Domestic Battery) to change mandatory minimum sentence for second or subsequent convictions from 72 consecutive hours to one year of imprisonment, with no suspension of sentence or eligibility for probation.

Amends Section 12-3.3 (Aggravated Domestic Battery) to change language for second or subsequent convictions from "must" to "will" be sentenced to mandatory term of 3-7 years imprisonment or extended term of 7-14 years.

Adds new provisions to Section 5-5-3 of the Unified Code of Corrections listing second or subsequent domestic battery convictions (Section 12-3.2) and second or subsequent aggravated domestic battery convictions (Section 12-3.3) as offenses for which probation, conditional discharge, and periodic imprisonment are not permitted.
