Amends the Intergovernmental Missing Child Recovery Act of 1984 to add a new subsection (d-5) requiring the Department of State Police to develop and implement a policy for statewide or regional alerts for sex offenses by child sex offenders and violent offenses against youth when offenders remain at large.

Alerts under the new policy shall utilize information about child sex offenders and violent offenders against youth entered into the Law Enforcement Agencies Data System (LEADS) under existing subsections (k) and (l).

Expands subsection (k) to explicitly include child sex offenders as defined in Section 11-9.4 of the Criminal Code of 1961 in the sex offender information entered into LEADS.

Maintains existing requirements for entry of sex offender and violent offender information into LEADS with immediate accessibility to state and federal law enforcement agencies.
