Amends the Unemployment Insurance Act to add 2008 to the list of years for which employers in federally declared disaster areas due to flooding receive relief from benefit charges.

Exempts employers located in Illinois counties declared federal disaster areas due to flooding during 1993 or 2008 from being charged for unemployment benefits paid to individuals whose joblessness resulted directly from the flooding.

Relief applies only to the extent that employers can demonstrate the individual's unemployment was a direct result of the flooding event.

Takes effect immediately upon becoming law.
