Requires all stretcher van providers (both public and private) to be licensed by the Illinois Department of Public Health.

Department establishes licensing and safety standards including vehicle design, maintenance, safety equipment, staffing requirements, and annual license renewal.

Stretcher van providers may only transport passengers who are convalescent or bed-confined for routine medical appointments and require no medical equipment (except self-administered medications) or medical monitoring.

Providers cannot transport patients who are acutely ill, medically unstable, hospitalized, experiencing emergency conditions, or being transferred between facilities with 24-hour medical monitoring.

Creates the Stretcher Van Licensure Fund to receive licensing fees (maximum $25 per vehicle, up to $500 per provider) for Department use in implementing the licensure program.
