Eliminates joint and several liability in negligence and strict product liability cases; each defendant is liable only for their proportionate share of damages based on their percentage of fault as determined by the trier of fact.

Plaintiffs with more than 50% contributory fault are barred from recovering damages from any defendant.

Amends the Joint Tortfeasor Contribution Act to require remaining tortfeasors to share pro rata any unpaid portions of uncollectible obligations from other tortfeasors.

Repeals Section 4 of the Joint Tortfeasor Contribution Act, which previously protected plaintiffs' rights to recover full tort judgments from any single defendant regardless of comparative fault.
