IL HB4009

Amends the Motor Fuel and Petroleum Standards Act to require minimum biodiesel fuel content in all diesel fuel sold in Illinois on specified dates: 2% starting June 1, 2010; 5% starting June 1, 2012; and 10% starting June 1, 2015

Requires retail motor fuel dispensing devices that dispense biodiesel blends to display labels identifying the biodiesel content using the format "B" followed by the percentage (such as B10 or B20), with specific sizing and placement requirements on the dispenser

Establishes different labeling requirements based on biodiesel content: 5-20% blends must display either the specific blend percentage or a general "biodiesel blend between 5% and 20%" label; blends over 20% must display the specific percentage

Labels must use contrasting colors with block letters between 1/2 inch and 1 inch in height, positioned on the front or sides of the dispenser within the top 30% of its height

Exempts retail fuel station owners and operators from any obligation to test or measure biodiesel content in fuel shipments they receive
