Amends the Taxi Safety Act of 2007 to establish minimum requirements for taxi drivers, including being at least 21 years old and holding a valid driver's license from any U.S. state.

Requires taxi drivers to maintain a valid driver's license continuously; drivers who lose licensure must cease operations and wait 3 years of valid licensure before resuming.

Prohibits individuals convicted within the preceding 3 years of traffic violations (leaving accident scene, DUI, reckless driving, drag racing, street racing) or criminal offenses (manslaughter, reckless homicide, reckless conduct with a motor vehicle) from operating taxicabs.

Mandates posting of taxi driver's picture, license/registration number, and medallion number in visible location within each cab, along with a phone number for passengers to report reckless driving.

Requires law enforcement to test taxi drivers for drugs and alcohol if involved in a collision with a pedestrian resulting in bodily injury; effective date is July 1, 2010.
