Amends Section 7-5 of the Criminal Code of 1961 regarding peace officer use of force in making arrests

Peace officers are justified in using force necessary to effect a lawful arrest and to defend themselves or others from bodily harm, but may only use force likely to cause death or great bodily harm when necessary to prevent death or great bodily harm or when arresting someone for a forcible felony involving great bodily harm or deadly weapons

Peace officers making arrests under invalid warrants are justified in using the same force as if the warrant were valid, unless the officer knows the warrant is invalid

Prohibits institutes of higher learning that employ peace officers from preventing those officers from carrying firearms during the performance of their duties, except when the officer fails firearm qualification, is declared unfit for duty, or is unable to be armed
