Amends Illinois Vehicle Code Section 12-503 to allow window tints, films, and materials on front windshields and driver-side windows if they permit at least 50% light transmittance (previously completely prohibited).

Permits nonreflective tinted film on the uppermost 6 inches of the windshield without light transmittance restrictions.

Exempts vehicles owned by persons with medical conditions requiring sun protection (lupus erythematosus, porokeratosis, albinism) upon submission of physician certification to the Secretary of State; exemption must be renewed annually.

Allows tinted materials on rear windows if the vehicle is equipped with side mirrors conforming to Section 12-502.

Establishes penalties of $50-$500 fine for first violation and Class C misdemeanor with $100-$500 fine for subsequent violations; convicted violators must alter nonconforming windows.
