Authorizes the Department of Natural Resources to charge annual vehicle admission fees (maximum $25 per vehicle or $15 per motorcycle) and daily access fees (maximum $5 per vehicle or $2.50 per pedestrian/bicyclist/motorcyclist) for entrance to state properties.

Exempts Illinois residents who are disabled or veterans from all entrance fees, and provides discounted fees for seniors age 62 and older (annual fee capped at $12.50, daily fee capped at $2.50 per vehicle or $1.50 per pedestrian/bicyclist/motorcyclist).

Exempts vehicles with current registered environmental or sportsman series license plates from entrance fees.

Establishes a volunteer pass program allowing persons who provide 500 or more hours of volunteer service at a state park, plus up to 3 guests, to enter without paying fees.

Requires all revenue from entrance fees to be deposited into the State Parks Fund, with each state park receiving 100% of revenue it generates for operation and maintenance costs; effective July 1, 2009.
