Amends the Higher Education Student Assistance Act to establish a tuition assistance program for nursing students specializing in women's health care administered by the Illinois Student Assistance Commission.

Eligible applicants must be Illinois residents who demonstrate immediate financial need, are accepted to approved nursing institutions or programs, and are enrolled as full-time students (at least 12 hours per term).

Approved institutions include public and private community colleges, junior colleges, hospital-based diploma programs, and colleges or universities with state-approved nursing programs at various degree levels.

Recipients may be required to sign an agreement committing at least 5 years of their professional career to working in the area of women's health care.

The Commission shall adopt necessary rules for implementing and administering the program, effective immediately upon enactment.
