Amends the Department of Labor Law to require all State agencies to mandate that employment applicants disclose criminal history record information on their applications.

Requires disclosure of violations of traffic regulations governing the movement of vehicles, but excludes violations of traffic regulations not governing vehicle movement.

Defines "Application for State employment" as a written or electronic form submitted by an applicant seeking employment with a State agency.

Defines "State agency" according to Section 1-7 of the Illinois State Auditing Act.

Authorizes the Department of State Police to furnish criminal history record information from State files upon request and payment of required fees.
