Changes school bus driver refresher course requirement from annual to semiannual (twice per year) to maintain a valid school bus driver permit under the School Code and Illinois Vehicle Code.

Permits school districts to charge up to $4 per person for the initial classroom course and up to $4 per person for the semiannual refresher course.

Failure to complete the semiannual refresher course results in cancellation of the school bus driver permit until the course is completed.

Adds new Section 8.33 to the State Mandates Act exempting the state from reimbursing local implementation costs for mandates created by this Act.

Takes effect immediately upon becoming law.
