Establishes the Alternate Fuels Commission within the Department of Commerce and Economic Opportunity to investigate and recommend strategies for promoting alternate fuels and biodiesel fuels use.

Commission shall identify mechanisms to promote research into alternate fuels and biodiesel fuels, and review state regulations that may hinder their use and development.

Commission membership includes the Director of Commerce and Economic Opportunity (chair), Director of Agriculture, representatives from corn growers, soybean producers, automotive fuel blenders, petroleum sellers and suppliers, biodiesel and ethanol producers, environmental organizations, automotive manufacturers, and colleges/universities engaged in fuel research.

Commission must issue a written report to the General Assembly and Governor no later than one year after the effective date, with follow-up reports issued at least annually.

Commission automatically repeals effective January 1, 2012.
