Natural gas utilities must implement cost-effective energy efficiency measures to meet cumulative natural gas savings requirements ranging from 0.2% by May 31, 2012 to 1.5% by May 31, 2019, based on 2009 gas delivery amounts.

Utilities may meet up to 1/3 of annual requirements through electricity savings from combined heat and power systems using a conversion factor established by the Illinois Commerce Commission by March 1, 2010.

Utilities must limit energy efficiency implementation in any 3-year period to restrict estimated average customer bill increases to no more than 2%.

Natural gas utilities implement 75% of approved efficiency programs while the Department of Commerce and Economic Opportunity implements 25%, with minimum 10% of measures procured from local government, schools, and community colleges.

Utilities that fail to meet efficiency standards in any 3-year period must contribute $3 per customer to the Low Income Home Energy Assistance Program; failure in two consecutive periods transfers program responsibility to an independent administrator selected by the Commission.
