Appropriates and reappropriates funds to the Illinois State Board of Education for fiscal year beginning July 1, 2009, from multiple state and federal funds including General Revenue Fund, Education Assistance Fund, Common School Fund, and federal department funds

Allocates major funding for special education ($9.8 billion), general state aid ($3.5 billion), disabled student services ($1.07 billion), and federal education programs including Title I, IDEA, and child nutrition ($525 million)

Provides funding for teacher training, early childhood education ($392.7 million), student assessments ($32.5 million), charter schools, and various educational support services across multiple fund sources

Includes reappropriation of $42.8 million in unexpended textbook loan funds from prior fiscal year and appropriations for specific initiatives including Teach for America ($450,000) and teacher mentoring programs ($16.1 million)

Takes effect July 1, 2009, with specific appropriations for over 100 different educational programs and services managed by the State Board of Education
