Appropriates $12,091,000 total to the Department of Human Rights for fiscal year beginning July 1, 2009, consisting of $9,424,000 in General Funds and $2,667,000 in Federal Funds.

Allocates $1,053,400 from General Revenue Fund for Administration expenses including personal services, retirement contributions, contractual services, travel, and equipment.

Appropriates $155,000 from General Revenue Fund for the Commission on Discrimination and Hate Crimes under Public Act 95-0425.

Funds the Division of Charge Processing with $5,910,500 from General Revenue Fund and $2,667,000 from Special Projects Division Fund for personnel, retirement, insurance, and operational expenses.

Establishes funding of $1,520,300 from General Revenue Fund for investigation and processing of human rights cases, and $784,800 for Compliance division operations.

Takes effect July 1, 2009.
