Appropriates $124,706,900 from the General Revenue Fund and $17,000,000 from Other State Funds for the Department of Juvenile Justice for fiscal year ending June 30, 2010, totaling $141,706,900.

Funds operations across nine Illinois Youth Centers (Chicago, Harrisburg, Joliet, Kewanee, Murphysboro, Pere Marquette, St. Charles, and Warrenville) with expenses for personal services, contractual services, commodities, equipment, and telecommunications.

Provides additional funding from the Department of Corrections Reimbursement and Education Fund ($13,000,000) for school district programs, federal programs, and miscellaneous programs including medical costs and construction.

Allocates $4,000,000 in federal recovery funds pursuant to the American Recovery and Reinvestment Act of 2009 for federal programs.

Requires Governor approval in writing before entering into contracts for repairs, maintenance, and capital improvements; effective date is July 1, 2009.
