Appropriates $588,174,224 total to the Illinois Emergency Management Agency for fiscal year beginning July 1, 2009, consisting of $5,075,730 in General Funds, $28,457,494 in Other State Funds, and $554,641,000 in Federal Funds.

Allocates funding across multiple operational categories including Management and Administrative Support ($1,989,430 from General Revenue Fund), Operations ($1,630,510 from General Revenue Fund), Radiation Safety ($4,699,530 from Radiation Protection Fund), and Nuclear Facility Safety ($7,634,600 from Nuclear Safety Emergency Preparedness Fund).

Appropriates $434,800,000 in federal terrorism preparedness and training funds, with $148,300,000 for general costs and $286,500,000 specifically for the Chicago Urban Area.
