Appropriates $11.499 billion total ($8.53 billion General Funds, $43.67 million Other State Funds, $2.926 billion Federal Funds) to the Illinois State Board of Education for fiscal year beginning July 1, 2009.

Funds operational expenses across multiple departments including Fiscal Support Services, General Office, Human Resources, School Support Services, Special Education Services, and Teaching and Learning Services.

Includes $1.768 billion for school reimbursements covering disabled student services, transportation, tuition, textbooks, and special education per Illinois School Code sections.

Appropriates $926.988 million in American Recovery and Reinvestment Act (ARRA) funds for education programs including General State Aid, student personnel reimbursement, and transportation.

Appropriates $747.577 million to Teachers' Retirement System of Illinois and $65.045 million to Chicago Public School Teachers' Pension Fund as state contributions.
