Appropriates $17,703,000 total to the Illinois Arts Council for fiscal year beginning July 1, 2009, comprised of $15,341,400 in General Funds and $2,361,600 in Federal Funds.

Allocates $2,160,300 from General Revenue Fund for personnel services ($1,429,800), employee retirement and Social Security contributions ($271,600), contractual services, travel, and administrative expenses.

Provides $8,122,400 from General Revenue Fund for arts grants including organizations ($4,572,300), special constituencies ($1,766,200), international awards ($698,900), and arts education ($1,085,000).

Appropriates $2,000,000 from Federal Grant Fund for cultural environment programs ($1,000,000) and Education Leadership Institute administrative costs and grants ($1,000,000).

Allocates $4,366,500 from General Revenue Fund for public radio and television station grants ($4,052,400) and humanities programs ($692,200), plus $361,600 in federal funds for American Recovery and Reinvestment Act arts projects.
