Appropriates $52,176,100 total to the Department of Military Affairs for fiscal year beginning July 1, 2009, consisting of $17,785,100 in General Funds, $6,432,000 in Other State Funds, and $27,959,000 in Federal Funds.

Funds Office of the Adjutant General operations including personal services ($1,323,700), retirement contributions ($150,300), and Lincoln's Challenge program ($3,116,700 from General Revenue Fund plus $4,889,700 from Federal Support Agreement Revolving Fund).

Funds Facilities Operations with $10,634,600 from General Revenue Fund and $9,840,500 from Federal Support Agreement Revolving Fund for Army/Air Reimbursable Positions.

Appropriates $11,500,000 from Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance, and $528,800 for Bartonville and Kankakee armories joint-use operations.

Appropriates $5,000,000 from Illinois Military Family Relief Fund for grants to Illinois National Guard members and armed forces members called to active duty after September 11, 2001, and transfers $2,250,000 from General Revenue Fund into the relief fund.
