Appropriates $102,974,900 from the General Revenue Fund to the Board of Trustees of Northern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2010.

Allocates funds for personal services ($89,618,100), group insurance ($2,286,200), contractual services ($6,380,300), commodities ($1,452,300), equipment ($1,120,800), and other operational expenses.

Appropriates $36,000 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-0083.

Provides $4,456,200 in additional funding from the General Revenue Fund for personal services pursuant to Title XIV of the American Recovery and Reinvestment Act of 2009.

Provides $1,758,100 in additional funding from the General Revenue Fund for personal services pursuant to Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009; effective July 1, 2009.
