Appropriates $80,452,000 from the General Revenue Fund to the Board of Trustees of Illinois State University for ordinary and contingent expenses for fiscal year ending June 30, 2010, including $72,841,600 for personal services, $3,109,100 for group insurance, $1,976,300 for contractual services, $303,000 for commodities, $2,020,000 for equipment, and $202,000 for telecommunications services.

Appropriates $50,000 from the State College and University Fund for scholarship grant awards from the sale of collegiate license plates.

Appropriates $4,644,430 from the General Revenue Fund pursuant to Title XIV of the American Recovery and Reinvestment Act of 2009 for personal services.

Appropriates $1,111,870 from the General Revenue Fund pursuant to Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009 for personal services.

Takes effect July 1, 2009.
