Appropriates $25,986,100 from the General Revenue Fund to the Board of Trustees of Governors State University for ordinary and contingent expenses for fiscal year ending June 30, 2010.

Allocates $22,091,200 for personal services including faculty salaries and accrued compensation for the 2009-2010 academic year.

Provides $3,050,000 for contractual services, $400,000 for equipment, and smaller amounts for social security/Medicare ($94,900), commodities ($150,000), telecommunications ($100,000), and awards/grants ($100,000).

Includes additional appropriations of $2,338,300 for personal services funded through Title XIV of the American Recovery and Reinvestment Act of 2009.

Provides supplemental $283,200 appropriation for personal services under Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009.
