Appropriates $43,694,300 total to the Board of Higher Education for fiscal year ending June 30, 2010: $32,344,300 from General Funds, $5,850,000 from Other State Funds, and $5,500,000 from Federal Funds.

Allocates $2,976,000 from General Revenue Fund for Board of Higher Education operating expenses including personal services ($2,240,800), contractual services ($568,500), and other administrative costs.

Appropriates $2,931,900 for University Center of Lake County ordinary and contingent expenses and $220,000 for Quad-Cities Graduate Study Center grants.

Funds science, technology, engineering, and math (S.T.E.M.) diversity initiatives totaling $1,000,000, nursing school competitive grants ($1,500,000), and Cooperative Work Study Programs ($2,100,000).

Appropriates $17,866,400 to Illinois Mathematics and Science Academy from General Revenue Fund and $3,050,000 from its Income Fund for ordinary and contingent expenses, with additional funding for Excellence 2000 Program ($650,000) and field office operations ($50,000).
