Appropriates $53,681,300 from the General Revenue Fund to Eastern Illinois University's Board of Trustees for fiscal year ending June 30, 2010, including $51,581,300 for personal services and salaries, $1,000,000 for contractual services, $300,000 for commodities, $500,000 for equipment, and $300,000 for telecommunications services.

Appropriates $4,250 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-83.

Reappropriates $1,346,621 from the Capital Development Fund for purchasing equipment related to renovation and expansion of the Fine Arts Center, contingent on Governor's written approval.

Takes effect July 1, 2009.
