Appropriates $13,091,050 to the President of the Senate (37.436%) and Speaker of the House (62.564%) for member compensation and legislative duties under the General Assembly Compensation Act.

Appropriates $20,603,400 for Senate and House leadership and staff operations, distributed among the President of the Senate (25.7%), Senate Minority Leader (25.7%), Speaker of the House (24.8%), and House Minority Leader (23.8%).

Appropriates $9,382,100 for committee expenses, staff, and operations split between the President of the Senate (43.018%) and Speaker of the House (56.982%).

Establishes funding totaling approximately $21.2 million for various legislative support agencies including the Commission on Government Forecasting and Accountability ($1,360,325), Legislative Information System ($5,561,700), Legislative Research Unit ($2,436,450), and Legislative Reference Bureau ($2,779,850).

Takes effect July 1, 2009.
