• Appropriates $60,000,000 for a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with developmental disabilities, covering wages for direct support and non-executive staff.

• Appropriates $26,680,000 for a contemporary and competitive benefit package for direct support staff in private sector agencies serving individuals with developmental disabilities.

• Appropriates $30,000,000 for a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with mental illness, plus $13,320,000 for a benefit package for non-executive staff in such agencies.

• Appropriates $39,200,000 for Community Integrated Living Arrangement (CILA) enhancements including $18,400,000 for transportation, $6,000,000 for nursing services, $6,000,000 for medical/behavioral support, and $8,800,000 for Developmental Training transportation reimbursements.

• Appropriates $21,900,000 for mental health services including $16,000,000 for Medicaid Rehabilitation Option alignment, $3,900,000 for capacity grants, and $2,000,000 for community service programs; becomes effective July 1, 2009.
