Amends the Illinois Marriage and Dissolution of Marriage Act to allow grandparents who are parents or stepparents of a deceased parent to file for custody of a child, subject to specific conditions including the child being at least 12 years old and certain circumstances regarding the surviving parent's fitness.

Requires notice of child custody proceedings and modification actions to be given to parents, grandparents who are parents or stepparents of a deceased parent, guardians, and custodians, allowing them to appear, be heard, and file responsive pleadings.

Specifies that grandparents may petition for custody when one parent is deceased and one or more conditions exist: the surviving parent abandoned the marital home for over one month, is in state or federal custody, or has been convicted of crimes against the deceased parent or child.

Maintains existing provisions regarding custody petitions by parents, non-parents, and stepparents, and preserves the court's authority to appoint guardians ad litem to represent the child's best interests.
