Appropriates $0 to the Department of Human Services for costs associated with operating or transitioning William A. Howe Developmental Center for fiscal year 2010.

Appropriates $0 to the Department of Agriculture for the University of Illinois Cook County Cooperative Extension Service for fiscal year 2010.

Appropriates an additional $75,000,000 to the Department of Human Services for Community Based Services for Persons With Developmental Disabilities, Intermediate Care Facilities for the Mentally Retarded, and Alternative Community Programs, including prior year costs.

Takes effect July 1, 2009.
