IL HB4603

Amends the Unified Code of Corrections (730 ILCS 5/3-12-5) to establish compensation rules for incarcerated persons in Department institutions and facilities.

Persons assigned work under correctional employment programs may receive wages as determined by the Department, considering effort, skill, and economic value of work performed.

A portion of compensation earned shall be used to offset incarceration costs, and 50% of compensation shall cover filing fees and costs for frivolous lawsuits until fully paid.

Committed persons not assigned work in a correctional employment program shall receive no pay or other compensation during periods without work assignment.

Effective immediately upon becoming law.
