Accelerates the effective date of electronic product disposal prohibitions from January 1, 2012 to January 1, 2011, banning mixing of computers, monitors, printers, and televisions with municipal waste, sanitary landfills, and incinerator waste.

Moves the waiver petition period for county governments and municipal joint action agencies from April 1, 2012 - December 31, 2013 to April 1, 2011 - December 31, 2012 to request temporary exemptions from the landfill ban.

Requires waiver petitions to document funding attempts for electronic waste collection and demonstrate insufficient collection capacity within the jurisdiction.

Directs the Illinois Pollution Control Board to decide on waiver petitions within 60 days based on clear and convincing evidence of lack of funds and collection opportunities.

Provides exemption from enforcement proceedings for persons disposing of electronic waste from jurisdictions that have received a temporary waiver during the April 1, 2011 - December 31, 2012 period.
