Establishes free fixed-route public transportation services for senior citizens aged 65 and older in Illinois, effective within 60 days of the 95th General Assembly.

Modifies eligibility to require income verification under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, effective within 180 days of the 96th General Assembly.

Applies to five transportation authorities: Downstate Public Transportation participants, Metropolitan Transit Authority, Local Mass Transit Districts, Regional Transportation Authority's Suburban Bus Board, and Commuter Rail Board.

Requires the Department on Aging to furnish eligibility information and updated lists of qualifying seniors to transportation providers.

Preserves existing requirements for reduced fares mandated by federal law.
