HB4683 - African American Employment Plan Act

• Creates the African American Employment Plan to increase African American employment in State agencies, particularly in supervisory, technical, professional, and managerial positions.

• Establishes a full-time African American Employment Coordinator position within the Department of Central Management Services to monitor compliance with the employment plan.

• Requires the Department to prepare and revise an annual African American Employment Plan in consultation with experts and the newly created Advisory Council, with reports to the General Assembly beginning February 1, 2011.

• Establishes an 11-member African American Employment Plan Advisory Council, appointed by the Governor, to examine barriers to African American employment and advancement in State government and provide quarterly consultation to agencies.

• Requires each State agency to implement strategies and programs to increase African American employment and promotions, and submit annual reports on their implementation efforts to the Department and Department of Human Rights.
