Reduces the maximum civil penalty for automated traffic law enforcement system violations from $100 to $50.

Reduces the maximum additional penalty for failure to pay the original penalty or complete a required traffic education program from $100 to $50.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties.

Maintains existing provisions regarding violation notices, recorded images as evidence, defenses (including stolen vehicles and emergency vehicle yields), and traffic education program requirements.
