HB4688 Summary

• Increases University of Illinois Board of Trustees from 12 to at least 15 members by adding 3 faculty trustees, with one faculty member selected from each university campus

• Faculty trustees serve 2-year terms beginning July 1, must be associate professors or above, employed full-time on 9-month or 12-month contracts, and are elected by faculty of each respective university

• Establishes conflict of interest standards for all trustees; faculty trustees cannot vote on matters directly affecting themselves or their academic units and must disclose potential conflicts for review by disinterested trustees

• Creates the Trustees Selection Task Force (TRUST Force) to review trustee nominations and recommend candidates to the Governor within 30 days, comprised of 3 senate chairpersons, 3 education leaders appointed by Governor, and 4 individuals with impeccable integrity appointed by Governor

• TRUST Force members serve 4-year terms and must have their credentials publicly disclosed; bill takes effect immediately upon enactment
