Prohibits counties and municipalities from using automated traffic law enforcement systems to issue violations for vehicles turning right or left from a one-way street into a one-way street against a red signal, effective January 1, 2011.

Establishes a civil penalty not exceeding $100 for automated red light violations, plus an additional $100 penalty for failure to timely pay or complete a required traffic education program.

Requires violation notices to be mailed to the registered vehicle owner within 30 days of Secretary of State notification of ownership, but no later than 90 days after the violation.

Allows registered owners to submit an affidavit identifying another person in control of the vehicle at the time of violation, shifting the traffic education requirement to that person.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities; caps traffic education program fees at $25 with free participation for low-income individuals.
