Adds Section 3-684 to the Illinois Vehicle Code to authorize issuance of special Soldier's Medal license plates to Illinois residents who have earned the Soldier's Medal from the United States Armed Forces.

Plates may be affixed to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Secretary of State has discretion over the design, color, and format of plates, and may allow them to be issued as vanity or personalized plates in accordance with existing law.

Plates are not required to display "Land of Lincoln" and may include stickers or decals at the Secretary of State's discretion.

Applicants must pay a $15 fee for original issuance in addition to the standard registration fee, with funds deposited into the Secretary of State Special License Plate Fund.
