Amends the State Officials and Employees Ethics Act (5 ILCS 430/1-5) to expand the definition of "prohibited political activity"

Adds a new prohibited activity (item 16) prohibiting deputy registrars and persons assisting with mail-in voter registration from wearing or displaying items expressing support for or opposition to candidates or referendum questions while performing registration duties

Expands the definition of "candidate" to include candidates for federal and local offices in addition to State offices for purposes of the prohibited activity restriction

Applies the restriction notwithstanding any collective bargaining agreements
