Establishes the Education of Homeless Children and Youth State Grant Program under the Education for Homeless Children Act to supplement the federal McKinney-Vento program and support school districts in enrolling and supporting homeless students.

State Board of Education awards competitive grants to applicant school districts based on demonstrated need and application quality, with grant funds supplementing rather than replacing regular academic programs.

Grant awards determined by considering the number of homeless students in the district, likelihood that proposed services will meet identified needs, coordination with other agencies, parent involvement, and integration of homeless students into regular education.

Grants awarded for terms not exceeding 3 years, subject to annual appropriation, with funds restricted to activities authorized under Section 723(d) of the federal McKinney-Vento Homeless Assistance Act.

State Board of Education may use up to 5% of appropriated funds for administrative costs and hiring staff to implement the grant program, with no expenditure requirements if no funds are appropriated for a given fiscal year.
