• Adds 11-year mandatory sentence enhancement for criminal sexual assault, aggravated criminal sexual assault, and aggravated criminal sexual abuse when victim is under 18 years old.

• Modifies predatory criminal sexual assault of a child statute to include new offense category when victim under 13 is under influence of alcohol during commission of offense, with 11-year sentence enhancement.

• Requires State's Attorney to provide alleged sexual assault victims with written statement of their rights under the Rights of Crime Victims and Witnesses Act and Bill of Rights for Children within 24 hours of indictment or filing of charges.

• Adds extended term sentencing provision requiring courts to impose extended sentences for sexual offenses (Sections 12-13, 12-14, 12-15, 12-16) when victim is under 18 and was under influence of alcohol during offense commission, regardless of whether accused supplied the alcohol.
