Prohibits the Illinois Department of Public Health from enacting rules that would prevent licensed EMT-P personnel from drawing blood as evidence for Vehicle Code violations or similar local ordinances.

Maintains existing provisions regarding presumptions based on blood alcohol concentration levels (0.05 or less, 0.05-0.08, and 0.08 or more) and procedures for chemical testing in DUI cases.
