Creates a 9-member Task Force on Consumer Protection for Cell Phone Users consisting of 4 General Assembly members (one appointed by each legislative leader), one Governor's representative, one Attorney General's representative, one consumer group representative, and two wireless industry representatives.

Task Force shall study cell phone customer issues including termination fees, billing problems, contract requirements, carrier switching service issues, unauthorized charges, and text messaging protections.

Requires Task Force to submit reports and legislative recommendations to the General Assembly by June 30, 2011 and annually thereafter.

Attorney General's office shall provide administrative and staff support to the Task Force.

Task Force is abolished and the statute repealed on July 1, 2015, with the act becoming effective July 1, 2010.
